It gets worse. The <em>WM Digital Roadmap<\/em> states that in total&#8230; &#8220;46% of the population are non or limited users of the Internet&#8221;.<\/p>\n<p>And the supposed &#8216;West Midlands Combined Authority&#8217; actually only covers the central urban parts, not the proper West Midlands&#8230;<\/p>\n<p><a href=\"https:\/\/jurn.link\/spyders\/oldimages\/2023-10-25_174738.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/jurn.link\/spyders\/oldimages\/2023-10-25_174738.jpg\" alt=\"\" width=\"369\" height=\"184\" class=\"aligncenter size-full wp-image-14438\" \/><\/a><\/p>\n<p>Thus it&#8217;s not as if rural stick-in-the-muds are skewing the figures. &#8220;Offline completely&#8221; presumably means no mobile phone, either.
